[Bug 1849489] [NEW] Failed to power off from login screen

Public bug reported:
After I log out from my user, at login screen, I click "Power off"
button in indicator-session. A dialog appears with 3 buttons. Even I
click to "Restart" or "Power off", nothing happens. My PC still be on.
The login is still there.
