[Merge] ~codyshepherd/livecd-rootfs/+git/livecd-rootfs:tarball-transform into livecd-rootfs:ubuntu/xenial

It turns out that the ubuntu-base.manifest produced as part of the buildd project doesn't actually reflect the contents of any of the artifacts produced from the project. I've cherry-picked a commit from an MP against the ubuntu/master branch of this repo [1]. I'll post a paste of the tarball manifests here, once I get them built, to demonstrate that the bootloader packages are not in the tarballs.
