testing on a xubuntu desktop starting indicator-session with

$ LANG= LANGUAGE= LC_ALL=oc_FR.UTF-8 /usr/lib/x86_64-linux-gnu
/indicator-session/indicator-session-service

the items are correctly translated on groovy...
