$

I'm surprised that uw-imap is what shows up as a difference, given that there is no binary package of that name.  I would expect clamav to be what shows up; yet that package is in main, so effectively not blacklisted anyway.

And the blacklisting of packages from images is handled by a different mechanism (see e.g. the 'Blacklist' section of ship-live).

So yes, I confirm these blacklist seeds are old, unmaintained, unused.  Please go ahead and drop them.
