Even if this likely won't be useful, what about using a ~/.mk-sbuild/ directory, and inside place this file?  In a way that possible (even if improbable) hook types appear later they can be more easily stashed in there without "dirtying" the home directory.  Plus, in the same spirit, call that option --skip-hooks without reference to "finish" in the parameter name.
