Commit message:
Add sleep to workaround e2fsck errors
    
LP: 1960537 illustrates an issue where the calls to e2fsck in the
umount_partition call are failing due to an open file handle. At this
time, we are unable to find a root cause, and it's causing many builds
to fail for CPC. Adding a sleep 30 as a workaround as the file handle
releases within  that timeframe. This does not address root cause.

The basic workaround has been added to cpc_packaging.extra/devel, CPC's additional hooks that are added to livecd-rootfs via a git build recipe in Launchpad. It's been in use in our Azure hook for the past few days successfully solving the issue for that hook. However, the issue has spread to other hooks and Suites.

1. testing in launchpad builds via the cpc_packaging.extra/devel change already in place
2. tested in this specific place in the code using ubuntu-old-fashioned/ubuntu-bartender
