I happened to be looking at current build logs and noticed the following in https://launchpadlibrarian.net/585322389/buildlog_ubuntu_focal_arm64_ubuntu_BUILDING.txt.gz

? Unknown live-common package: btrfs-tools

btrfs-tools was replaced with btrfs-progs and while the seeds were update for Groovy (0bf38b61919340d2c5827da462615c096e1599c6) they were not for Focal which also needed an update.
