[Merge] ~darkmuggle/livecd-rootfs:lp1926138/arm-console into livecd-rootfs:ubuntu/master

The Ubuntu 22.04 Cloud Images do not present a serial console on /dev/ttyAMA0 under libvirt virtualization. I'm more than happy to test the builds. We are using Ubuntu 20.04 releases from cloud-images, and noticed that that the 22.04 pre-release images will show the kernel text, but no journal or serial-getty.
