Make bin:pacemaker-cli-utils runtime depend on resource-agents-base instead of resource-agents. The latter is a transitional package and it should not be pulled into main since it brings also resource-agents-extra which should be in universe.

pacemaker-cli-utils is apparently not seeded which should avoid any need of the release team acknowledgement:

$ seeded-in-ubuntu -b pacemaker-cli-utilspacemaker-cli-utils is not seeded (and may not exist).
