As the original author of the `cp` code, bind mount is an improvement. I just "hacked" in something to get builds unbroken, and hadn't hit an edge case yet.

I will state that the edge case we found this on is also something we need to change on our side, but it does illustrate that if there's a backwards movement, there's an issue. going 5.15 -> 5.19 was fine, but going 5.19 -> 5.15 on kernel is not fine. That isn't a normal case -- LTS to HWE is something normal, but not downgrading from HWE to LTS during a build.
