Description of backports

Dear kubuntu-ppa admins:

On <https://launchpad.net/~kubuntu-ppa/+archive/ubuntu/backports> people
see:

    "Backports of new versions of KDE Platform, Plasma and Applications
as well as major KDE apps for Kubuntu."

althought that description is something outdated, on
<https://kubuntu.org/news/plasma-5-27-2-for-kubuntu-22-10-available-via-
ppa/> we can read a more updated description:

    "new releases of KDE Plasma, Gear (Apps), and Frameworks, plus other
apps and required libraries"

since "KDE Gear" is now used, instead of "KDE Apps" or "KDE
Applications".
