Sure, I can make the changes for noble (caracal).

Which approach would you prefer, this particular change to cinder only, or a general change to openstack-pkg-tools to emit `Wants=` too?

The latter would likely be similar to your suggestion in the Debian bug report, but I can double check details and gate it under a config option (enabled by default in Noble), so that it is easy to revert or customize per-source package, if needed.
