This stems from bug 2089938.

Those changes are untested (besides testing the apt-get invocation itself in a container), as testing livecd-rootfs changes is an art I do not yet master.

To validate that it does what I say it does, a container image built with those changes should

* HAVE linux-sysctl-defaults installed.
* NOT HAVE linux-base-sgx installed.
* NOT HAVE any kernel installed.
