Ok it's been tested, and dpkg-divert's behavior is being inscrutable as usual.  I give up on understanding why my intuition is wrong.

The one thing I want to check is that usr/sbin/lxd isn't left behind in any state in the dpkg database as a result of invoking dpkg-divert this way.  Currently downloading the squashfs (slowly) to check.
