[Merge] ~vorlon/ubuntu-seeds/+git/platform:no-more-usrmerge into ~ubuntu-core-dev/ubuntu-seeds/+git/platform:noble

The comment says that usrmerge was only mandatory in 22.10. Is there a chance that there is a jammy system out there that was not merged that we would support upgrading to Noble?

I know this was triggered by a report of a bootstrap failure in noble but I don't know how to reproduce that. Maybe by using an older version of piuparts?
