This is a short-sighted change that should be unnecessary.  Disabling the building of armhf cloud images should be done on the side of the CPC pipeline. IF you are going to build cloud images, this is the right way to do them.

And there is no guarantee at present that livecd-rootfs will migrate to the release pocket any faster that grub2/armhf will.
