Chris Peterson has proposed merging ~cpete/ubuntu-seeds/+git/ubuntu:kdump-tools-installed-by-default into ~ubuntu-core-dev/ubuntu-seeds/+git/ubuntu:oracular.

Commit message:
{desktop,server}-minimal: recommend kdump-tools

kdump-tools is required by the installer to enable kernel crash dumps
by default. We set the package as "recommends" to allow users to
uninstall the package later if so desired.

As part of the move to have the installer enable kernel crash dumps by default, we need to have kdump-tools installed by default.

I've confirmed that putting this in the server-minimal seed won't affect cloud images. 

See [0] for a related change in livecd-rootfs to disable the package by default.
