   Something about the "why" would have been
   nice in the commit message and/or changelog
    Chat:
    The new services use the threading backend of oslo.service.
    The threading backend of oslo.service needs python3-cotyledon.
   ^^ that made it make sense.
   But if in 4 years someone not you looks at the package, they will
   have a hard time to directly know why that is needed there.

3502db4 d/changelog: mention control changes, release to questing
  good, also the bug ref to the merge bug is fine AFAICS
