Fix the manage.py shebang by applying two patches from upstream:

Both patches are present in Bobcat.

4:23.2.0-0ubuntu2~cloud1 introduced a dependency on the shebang in manage.py; in order to keep that patch consistent with the other series I opted to fix the shebang here with some upstream changes rather than making further changes to the postinst.
