[Merge] ~xypron/ubuntu-release-upgrader:lp2111715 into ubuntu-release-upgrader:ubuntu/main

Heinrich Schuchardt has proposed merging ~xypron/ubuntu-release-upgrader:lp2111715 into ubuntu-release-upgrader:ubuntu/main.

Commit message:
Ubuntu Questing will require the RVA23U64 profile on RISC-V.
This series add a compatibility check.

If a system cannot be upgraded due to missing RISC-V ISA compatibility
the user will see a message:

"Sorry, cannot upgrade this system to 25.10 

On Ubuntu 25.10 and later, RISC-V systems are required to support the 
RVA23U64 profile, but your system does not. Please, see 
https://discourse.ubuntu.com/t/questing-quokka-release-notes for more 
information."

In the log we receive messages like these:
