I'm proposing this for the "supported" seed at first. But depending on a "Ubuntu Pro" product decision this might actually need to be pre-installed.

The "hwctl" binary size is 1.6 MiB, so I didn't feel like we should propose it for the "minimal" seed right away. There's probably a discussion to be had with @mz2 of how to getting this pre-installed.
