Produce an image using imagecraft in a livecd-rootfs hook

Adds a hook in ubuntu-cpc to generate a minimal qcow2 image using imagecraft

Testing:
Tested the changes by running it on Qemu locally as documented by imagecraft (https://canonical-imagecraft.readthedocs-hosted.com/latest/how-to-guides/basic_image/#run-the-image)
