[Bug 2145025] [NEW] switch from gtk3-nocsd to gtk-nocsd

Public bug reported:

Unity uses server side decoration, but with gtk4 and libadwaita apps
enforce client side decoration

this causes issues on unity leading to windows without window controls

unlike gtk3-nocsd, gtk-nocsd takes gtk4 and libadwaita into account and
fixes the issue
