I use Hardy, samba  3.0.28a-1ubuntu4 now. but still have this issue.
Only one difference is:

"network manager" scenario:
1. [manually] ip changed to static
2. some minutes later samba send to 
- WINS server *NBNS Regiostration reguest*  for _old_ ip.
+ broadcast *NBNS Regiostration reguest*  for new ip
+ but this should send *NBNS Release reguest* to renew WINS
