I was not able to reproduce this:

root at krusty:/home/chuck# echo "<?php recode('utf-16','test')?>" | php

Fatal error: Call to undefined function recode() in /home/chuck/- on line 1
root at krusty:/home/chuck# uname -a
Linux krusty 2.6.24-16-generic #1 SMP Thu Apr 10 12:47:45 UTC 2008 x86_64 GNU/Linux
