Thank you for taking the time to report this bug and help to improve
Ubuntu.
You will only be prompted on upgrade if you *have* changed your
/etc/ldap/ldap.conf; if you have not modified it, the config file will
be updated silently for you. I have confirmed that this works correctly
in a pristine gutsy environment upgrading to hardy.
I'm therefore closing this bug as invalid, since the package is handling
this conffile correctly.
