[Bug 473474] [NEW] non-default POWER_IDLETHRESH and POWER_WAKETHRESH don't actually work

I tried changing these to "60" with the SCHEDPOLICY="POWERSAVE" and
restarting Eucalyptus. This didn't seem to work at all.
