[Bug 447991] [NEW] eucalyptus-cc cannot be installed without eucalyptus-cloud

The problem here will be that the eucalyptus-cc package depends on
eucalyptus-cloud.  --disable-cloud isn't passed because we think we're 
supposed to be running the cloud controller (because it's installed).
