[Bug 449702] [NEW] Default ntp server list doesn't have any servers enabled

When time-admin is set to "keep synchronized," it doesn't work, because
in the default list of servers, none is enabled. This should be fixed,
because it gives no warning about this condition -- so while the
settings indicate that the system clock will stay synchronized, it
won't.
