This bug was fixed in the package eucalyptus - 1.6~bzr931-0ubuntu6

eucalyptus (1.6~bzr931-0ubuntu6) karmic; urgency=low

  * debian/control: Depend on libecj-java instead of ecj to get ecj.jar,
    saves ~25Mb of CD space (LP: #455246)
  * debian/control: Set Maintainer field to Ubuntu Developers
