Confirmed, according to EC2 doc it should answer:

PROMPT> ec2-describe-availability-zones
AVAILABILITYZONE	us-east-1a   available

not:
$ euca-describe-availability-zones 
AVAILABILITYZONE	vcl	192.168.0.127

Probably a compatibility bug in euca2ools rather than in Eucalyptus
itself.
