[Bug 459093] [NEW] Broken encoding when listing services and their descriptions

Some of shares of our Windows server are called in Russian.
In Ubuntu 9.04 their names and descriptions were shown perfectly right.
In Ububntu 9.10 the encoding become broken.

Here is an example:

I assure you, there are none of such letters like "æÔá¡ñáÓÔ¡Ù® «íÚ¿®
ÓÑßÒÓß" in Russian!

The same happens when I see this list in Nautilus. And, of course,
double-click on "Äí¼Ñ¡¡¿¬" share in the Network folder gives me error
message "Failed to mount Windows share".
