[Bug 516309] [NEW] Publication jobs should respawn to support transient avahi-daemon restarts

Current publication jobs stop when avahi-daemon is restarted since it
will kill the avahi-publish. They need to respawn, but with an
artificial delay so that it doesn't hit the respawn limit.
