I can confirm that this changelog is missing from changelogs.ubuntu.com
& also that the changelog is not appearing in update-manager on an up-
to-date lucid installation.

This is possibly a regression of bug 40058.

I have changed the package to update-manager as this is not a problem
with Samba & bug 40058 was filed against update-manager.
