Find your debian-sys-maint password in /etc/mysql/debian.cnf.

Then use
GRANT ALL PRIVILEGES ON *.* TO 'debian-sys-maint'@'localhost' IDENTIFIED BY '<password>' WITH GRANT OPTION;
Replace <password> with your debian-sys-maint password.
