On my karmic pristine test machine, the directory is writeable to the
tomcat6 group:

ttx at karmic-test:~$ ls -ld /var/lib/tomcat6/webapps/
drwxrwxr-x 3 root tomcat6 4096 2010-01-11 11:55 /var/lib/tomcat6/webapps/

Are you sure you didn't modify the permissions for this directory ?
Could you reproduce the issue on a new install ?
