This was traced back to the following snippet in
/etc/init/eucalyptus.conf:

sudo sed -i "s/^VNET_BRIDGE=.*$/VNET_BRIDGE=$bridge/" /etc/eucalyptus/eucalyptus.conf
sudo /etc/init.d/eucalyptus-nc restart

which is *not* the usual contents of this file, so probably a leftover
on the test rig that got carried on. Closing as Invalid, please reopen
if there is more to it.
