[Bug 592648] [NEW] Not all keys present

Public bug reported:
I've created a new cloud using the install from packages method. The
first unusual thing was that the CC was not automatically registered,
even when running on the same host as the CLC. Now the next problem
manifests in the node not being registered due to missing keys:
$ sudo euca_conf --register-nodes pulasan.vmcp
INFO: We expect all nodes to have eucalyptus installed in //var/lib/eucalyptus/keys for key synchronization.
Warning: cannot file file node-cert.pem in //var/lib/eucalyptus/keys/

Trying rsync to sync keys with "pulasan.vmcp"...eucalyptus at pulasan.vmcp's password:

$ sudo ls /var/lib/eucalyptus/keys
cloud-cert.pem euca.p12 nc-client-policy.xml TorstenTest
