[Bug 595588] [NEW] package monitoring scripts

There are a couple of monitoring scripts in upstream Eucalyptus'
extras/* directory.

We should package these.

Perhaps install them in eucalyptus-common's
/usr/share/eucalyptus/monitoring directory, or somewhere similar.
