Re-opening, since 1.4.3-2ubuntu3 reverted this:
-start on (filesystem and net-device-up IFACE=lo)
+start on (local-filesystems and net-device-up IFACE=lo)

Apparently when trying to fix bug 538587, but in a wrong way.
