[Bug 550278] [NEW] php5-dev is missing a dependency on libpcre3-dev

Binary package hint: php5

php5-dev should depend on libpcre3-dev as
/usr/include/php5/ext/pcre/php_pcre.h includes pcre.h.

This fixes the FTBFS of php-imap in universe:
