[Bug 628291] [NEW] wrappers.conf is missing vgscan, seemgly new addtion to 2.0

eucalyptus 2.0~bzr1233-0ubuntu2.

It seems 'vgscan' is a new addtion to the wrappers.conf, and we need to
add it in under /etc/eucalyptus/wrappers.conf, to be run by root.
