[Bug 820687] [NEW] eucalyptus services will not be started again on transition from runlevel 1 to 2

eucalyptus.conf uses

start on eucalyptus-network-is-ready
stop on runlevel [!2345]

eucalyptus-network-is-ready is only emitted on 'net-device-up', which
will not necessarily be re-emitted on the transition from runlevel 1 to
2.
