I can't reproduce this using ec2-api-tools  version 1.4.3.0-0ubuntu1 (oneiric).
For example:
$ ec2-describe-group default | grep GROUP
GROUP	sg-134da77a	950047163771	default	default group	
$ ec2-version 
1.4.3.0 2011-05-15

Could you try the build in the ppa at https://launchpad.net/~awstools-dev/+archive/awstools/ .
If that fixes your problem, then mark this as 'fix-released' (as it is fixed in oneiric).  If it does not, then there must be something different with your account than mine.
