Thank you for taking the time to report this bug and helping to make
Ubuntu better.

Lucid ships perl 5.10.1-8ubuntu2.1; however looking at the error it
would appear that you are using a localised perl 5.14.0 installation in
/usr/local/perl5.

This is the most likely cause of your issue as the @INC path does not
include the path to the required Debconf module.

If possible please could you revert to the standard Ubuntu perl
installation and try to repeat the installation.

Please update this ticket if this resolves your issue.
