Configurando clamav-base (0.95.3+dfsg-1ubuntu0.09.10.4) ...
useradd: no se puede bloquear /etc/passwd; inténtelo más tarde.
adduser: `/usr/sbin/useradd -d /var/lib/clamav -g clamav -s /bin/false -u 115 clamav' devolvió el código de error 1. Saliendo.
dpkg: error al procesar clamav-base (--configure):
 el subproceso script post-installation instalado devolvió el código de salida de error 1

It seems like some other process is/was blocking the /etc/passwd file so the postinst script of the clamav-base package couldn't create the clamav user, thus it gave the error message.
You could try to check what is blocking /etc/passwd with, say:

# lsof |grep passwd

Then terminate this process, and then try reinstalling the clamav-base
package. Maybe you could try a restart of the system and the
reinstalling clamav-base.
