I ran into this today as well (in my auto-upgrade-tester), here is the
output of sh -x on the postinst:

+ start eucalyptus
eucalyptus start/running, process 1341
+ [ -e /etc/init/eucalyptus-network.conf ]
+ invoke-rc.d eucalyptus-network start
Rather than invoking init scripts through /etc/init.d, use the service(8)
utility, e.g. service eucalyptus-network start

Since the script you are attempting to invoke has been converted to an
Upstart job, you may also use the start(8) utility, e.g. start eucalyptus-networ
