Hi Sworddragon, thanks for taking the time to file this bug report and
help us make Ubuntu better!

/etc/init.d/ssh has been retained until upstart's chroot support is
complete. The chroot session support feature has landed in upstart 0.9
in natty, but it is note quite reliable enough to get rid of the init.d
script.

So, this is not a bug, its a feature. ;)

Closing as Invalid.
