The error message reported in the log file is normally transient; Please
try performing the update again.

If the same issue occurs, please try to identify which process is
locking the file by running:

   sudo fuser -v /var/cache/debconf/config.dat

If this returns a result you could try killing the process and
completing the update again.

Please update this bug report if this resolves your issue.
