[Bug 857378] [NEW] make a DataSource supporting simple local media (configdrive, simple iso)

This came up when talking with Soren on IRC.
We can now attach a OVF CDrom and seed cloud-init that way, but it would be nice to be able to do the same with a more friendly disk format.

Ie, if there were a disk (cdrom or disk) that had:
 * LABEL=cloudinit
 * user-data
 * meta-data

Or something like that.  That would it trivial to attach a local disk
and boot the images in "NoCloud".

Something in this general vicinity is 'configdrive' from openstack/nova.

It would be good to support configdrive right out of the box.
